The Rerun Deployment option appears to be broken (at least for me) on version 4.5.2102.4501 and 4.6.2103.3203. It will list deployments and say that it successfully starts them on machines but it never runs on any machine. Going back to an older version makes the feature work again.
Can you get us some logs so we can verify what you are seeing? Information about collecting logs is located here: How to collect Logs
