When scheduling a restart, where/how does it schedule it. I checked the local workstation but couldn’t find it in task scheduler - so i’m not sure if it’s pushed every time it’s scheduled from SCCM or installed into scheduler on the local computer by the recast tools.

It should put it in task scheduler on the remote device when you run the action. What antivirus software are you using? In the past we’ve had issues with Kaspersky blocking remote admins from creating scheduled tasks.
HBSS. What specific part of the library though, it’s quite extensive.
Recast puts the scheduled task at the root of the Task Scheduler Library - by default it will be called RCT_Sch_Shutdown.
