Right-Click tool extension on collection is not visible, I had this issue once SCCM infra is upgraded to SCCM 2103 version.
Under Administration, Site Configuration and sites, go to Hierarchy Settings from the ribbon. Under the
General tab “Only allow console extensions that are approved for the hierarchy” will need to be unchecked.
