IS this not supported on RCT free?
This is an enterprise only tool. The idea behind it is that the PowerShell scripts would be stored on your Recast server and other ConfigMgr admins would be able to run those scripts. If you’re on the free tools, I’d recommend looking at the run script feature in ConfigMgr 1706 and later.
